Willis/Woodcrest/Upper Weadley Roads Stormwater Improvement Project
UPDATE: (August 1, 2025): The Township’s Willis/Arlyn/Upper Weadley Road Stormwater Management and Drainage Improvement Project is scheduled to begin construction activities on/or around August 18, 2025. This project will involve the removal, replacement and upgrade of underground stormwater drainage piping, inlets, manholes, as well as the installation of one (1) underground stormwater infiltration bed beneath the roadway on Arlyn Circle, and construction of one (1) aboveground stormwater basin in a Township owned parcel off Willis Lane. In addition, there will be some underground sanitary sewer utility work on Willis Lane and Upper Weadley Road which will occur along with this project.
The Township has hired N. Abbonizio Contractors, LLC to do the construction activities, with work is expected through June of 2026. During portions of the project, while specific work is being performed to replace sanitary sewer pipes or storm piping and inlets beneath Township roadways, there will be some daytime road closures to allow the contractor to remove and install the new infrastructure. Residents will be allowed to access their properties within the project work zone areas, but may experience some temporary disruptions during the daytime while active excavation or installation of infrastructure is occurring, which will be coordinated by N. Abbonizio. Through traffic on Upper Weadley Road will be limited during the daytime while work is being performed on Upper Weadley Road, but residents will still have access from either Old Eagle School Road (to east) or West Valley Road (to west).
The Township asks for residents patience and understanding as work is being performed for this critical Township Stormwater Improvement Project. This project will greatly benefit the residents and property owners living along the Upper Weadley Branch of Trout Creek, by capturing, managing, infiltrating and/or reducing peak flow rates of existing stormwater runoff from existing historical development neighborhoods.

UPDATE (October 10, 2024): On Tuesday, October 1, 2024, the Township Engineering Department, along with our stormwater consultant Princeton-Hydro, held a stormwater project update meeting with local residents. The Township Engineer and our consultants provided updates to the Preliminary Design for future stormwater drainage infrastructure and aboveground (SG) and underground (UG) stormwater management measures (Basins, Beds, Inlets and Piping, etc.) that will be installed to help address existing drainage problems in the Woodcrest/Willis/Upper Weadley areas of the Township. The future project site is located in the Upper Weadley Tributary, which feeds into Trout Creek, and the proposed project is being designed to help replace, improve and upgrade existing drainage infrastructure (inlets, piping, etc.), while also installing UG and AG stormwater Basins and Beds which will collect, store, infiltrate, and reduce stormwater runoff coming from the surrounding upstream drainage areas. Preliminary Design has been completed, and Final Design and Bid Documents are expected to be ready for bidding in early 2025. Construction activities will be phased and will begin in 2025 and be completed in 2026. The project is being funding from several funding sources, including a large $1.88 million grant obtained from the Commonwealth of PA earlier this year, as well as other Township ARPA and Stormwater Fund dollars. UPDATE (March 4, 2024): On February 8, 2024, the Township held its second public meeting for the Willis/Woodcrest/Upper Weadley Road Stormwater Improvement Project at the Tredyffrin Township Library. The meeting was well attended with residents in the project area. The Township and engineering consultants from Princeton Hydro provided a project update, a short presentation, and answered questions from local residents. The Willis/Woodcrest/Upper Weadley Road Stormwater Improvement Project will be looking at removing and replacing existing aged/deteriorated underground Township stormwater drainage systems (inlets, manholes, piping, etc.) and even more importantly is the plan to install new and improved underground/aboveground stormwater storage systems to help reduce the severity of flooding in the immediate area, as well as for those resident living further down along the Upper Weadley Road tributary to Trout Creek.
Township staff continue to work with Princeton Hydro, who will be developing their stormwater plans in 2024, and the Township will be looking to plan for a phased construction effort starting in 2025 and lasting into 2026 to complete all the planned improvements.

The Township Engineering Department is working on a project for flood reduction stormwater management facilities, such as Underground Infiltration Beds, and/or surface impoundment Basins/Rain Gardens, in Woodcrest Road, Willis Lane, Upper Weadley Road, and Harwick Road. This area is listed as a high-priority sub-watershed identified by the Stormwater Task Force, and the Township.
- Township staff submitted a FEMA BRIC Grant in December 2020 for this stormwater flood reduction project consideration
- Funding with FEMA BRIC would be 75% (Federal) and 25% (Township)
- The Township didn’t not receive funding in 2021 but was advised to resubmit the stormwater project in the next round for FEMA funding
- Township staff will resubmit for the 2021 FEMA BRIC Grant Round, and/or use American Recovery Funds for these improvements
- At the January 18, 2022 Board of Supervisors meeting, Princeton Hydro's proposal for Engineering Services in the amount of $221,400 was approved. Project survey, design & permitting is expected to be completed in 2022. The proposed engineering design services will be funded with use of ARP Funding, as identified in the approved 2022 capital budget and 2022-2026 capital budget plan.
