Bair Road Stormwater Retrofit Project

 

PROJECT UPDATE (3/1/2024): After the 1/23/24 public meeting, the Township and our engineering consultants, Jacobs, reviewed comments received from residents and attendees.  Jacobs has worked on alternative designs with the intent on addressing resident concerns over locations of some of the stormwater systems, stormwater runoff, tree/vegetation impacts, etc.  The Township met with PECO to discuss relocations of additional length of gas lines.  Jacobs developed two additional alternatives in addition to what was presented at the 1/23/24 public meeting.  Alternative #3 (click here for the 2/13/24 PowerPoint presentation showing Alternative #3(PDF, 5MB)) was discussed as the preferred alternative as it addressed a large number of the resident concerns. 

The Township continues working with Jacobs who are working to finalize their design plans in preparation for advertising and bidding this spring.  With the additional PECO gas relocations proposed, work is anticipated to start in late summer and continue through the end of 2024, and potentially into 2025 to complete the installation of the stormwater systems and restoration activities, weather and utility dependent.   


PROJECT UPDATE (1/25/2024): Tredyffrin Township is undertaking a capital program project along Bair Road that will provide multiple stormwater management benefits to the Township residents, particularly those in the Trout Creek Watershed.  Currently, uncontrolled stormwater runoff in this neighborhood drains into roadway inlets that are piped to outfalls discharging down steeply sloped hillside ravines and stream/drainage channels across private properties where it enters Trout Creek tributaries and waterways along Contention Lane. This stormwater management project will minimize the accelerated erosion and sediment from the currently uncontrolled stormwater runoff, maximize storage volume and infiltration closer to its source, improve water quality, and ultimately reduce the volume and rate of runoff travelling down the steeply sloped hillside ravines and stream/drainage channels across private properties, before it enters the surface waterway along Contention Lane and Spoonwood Circle.

This area of Trout Creek was identified in the 2021 Assessment of Tredyffrin Stormwater Problems and Projects (Source: Tredyffrin Stormwater Citizens Advisory Task Force), which identified a number of potential projects. Listed as a one of five high priority sub-watersheds for initial project implementation, the Township secured partial funding to begin to work to address the problems.  Funding includes grants from PADEP Growing Greener Plus as well as the Chester County Conservation District, to support design and construction of the stormwater project.

The project is being designed by the consulting firm of Jacobs and consists of underground stormwater storage and infiltration systems (also called beds or trenches) constructed in the Township-owned and managed roads and right of way (ROW) along Bair Road [Source: ChescoViews]. These newly constructed systems will include several new stormwater inlets that will intercept stormwater runoff, store the water underground in aggregate and plastic chambers, and either infiltrate it into the ground or slowly release it back into the existing stormwater system.  The systems are designed to fully drain within 72 hours and will capture smaller storms, such as the 1” event which represents about 80% of the last 5-years of storms.  Almost 15-acres of drainage area will be captured by these systems, and when the project is complete, the roadway will have new curbing and roadway paving.    

In addition, with this project, the Township will be closer to meeting its Municipal Separate Sewer Stormwater System (MS4) Permit, including an estimated 7,200 lbs/year of sediment reduction target which is required by the State.

    • UPDATE (12/19/2023): The Township Engineering Department is working with our engineering consultant, Jacobs, on the final design plans for underground roadway stormwater infiltration/detention beds that will capture, control & reduce stormwater runoff from sections of Bair Road that drain into the Contention Lane Tributary of Trout Creek. Final design will occur through May 2024, followed by Township advertising and bidding of the project.
    • Construction is expected to begin in the Summer of 2024 and to be completed by early winter 2025.
